Can a tradesman report me to the credit bureau?

I manage a small building in Chicago. I called a heating expert in to consult on a radiator which was not putting out enough heat to effectively warm my apartment. He came in for five minutes, looked at the radiator, felt around the walls and windows, and then told me I need better insulation, then he left. He did nothing to my heating system or radiator.
. Next thing I know he sends me a bill for $40 for travel time and telling me to insulate my wall. The information about the insulation I knew already and did not ask him for. And as a tradesman myself I never charge for consultations or travel time. I consider that part of my own cost of doing buisiness.
I am refusing to pay the bill by reason that he did no actual work, that he can't charge me for travel time, and that he should have told me BEFORE he showed up that he planned to invoice me for travel and consultation.
I signed no contracts with him, he has no information on me other than my name, phone number, and address. There are no records of expenses and no photographs of any work he did, because he did not do anything.
Furthermore, I am just the building manager. I don't own the building. This bill should really go to the owner, not me.
Question, can he report me to the credit bureau?
